Research On Safety Supervision Model Of Coal Mine In Perspective Of Poly-centric Governance

China leads the world in coal production. As the major energy resource, coal is the foundation of national economy and social development. In China's energy structure, coal has account for over 70% of the production and consumption of the primary energy source for a long time and is expected to occupy more than 50% of China's utilization structure of energy in the middle of this century. For this reason, this coal based energy structure in China is difficult to change in a long term.However, along with the rapid growth of national economy and industrial production, the frequent coal mine accidents cause heavy loss to national property and lives of citizens, as well as seriously restrict the healthy development of national economy. Coal mine safety has become a stubborn ill of socioeconomic development in the Chinese social transition period, and one of the disharmonious factors in the construction of the harmonious socialist society.In current government administration system, the problem of safe production in coal mine is not thoroughly solved with the traditional single-centric governance model. After comprehensively applied the poly-centric governance theory, this thesis further defines the governmental functions, reasonably allocate the right of coal-master, improves the miners' safety quality, enhances labor union's role in safeguarding miner's legal rights, and strengthens the supervision of safe production in coal mine from the third party, so as to consummate the government's safety supervision mechanism for coal mines and promote the construction of the harmonious socialist society.
