Difficulties Of Coal Mine Safety Supervision And Countermeasures From The Perspective Of Governance

China leads the world in coal production. As the major energy resource, coal isthe foundation of national economy and social development. In China’s energystructure, coal has account for over70%of the production and consumption of theprimary energy source for a long time and is expected to occupy more than50%ofChina’s utilization structure of energy in the middle of this century. For this reason,this coal based energy structure in China is difficult to change in a long term.However, along with the rapid growth of national economy and industrial production,the frequent coal mine accidents cause heavy loss to national property and lives ofcitizens, as well as seriously restrict the healthy development of national economy.Coal mine safety has become a stubborn ill of socioeconomic development in theChinese social transition period, and one of the disharmonious factors in theconstruction of the harmonious socialist society. In current government administrationsystem, the problem of safe production in coal mine is not thoroughly solved. Aftercomprehensively applied the poly-centric governance theory, this thesis furtherdefines the governmental functions, reasonably allocate the right of coal-master,improves the miners’ safety quality, enhances labor union’s role in safeguardingminer’s legal rights, and strengthens the supervision of safe production in coal minefrom the third party, so as to consummate the government’s safety supervisionmechanism for coal mines and promote the construction of the harmonious socialistsociety.
