Environmental impact assessment is the procedure of analyzing, forecasting and assessing the environmental impact that is likely to occur during weaving planning, because planning is put in practice. In order to prevent environmental pollution and ecological disruption in essential, we should start with policy establishing and fully take account about the impact on environment in the process of establishment and enforcement on socio- economic development policy, which must promote sustainable development and be beneficial to environmental protection. With the development of civil aviation, her pollution produced by aircraft during operations around airports represents a serious problem. So the thesis is important to accelerate the process of programming environmental impact assessment, especially airports special program.Started with the requirement of programming environmental impact assessment, this thesis illustrates the source of programming environmental impact assessment and research condition in China and abroad. It analyses ideas, principles and steps of index system of programming environmental impact assessment according to some corresponding theory and methods in《Technical guidelines of programming environmental impact assessment》( inproposed ) . Moreover, it lists environmental targets and assessment indexes of programming environmental impact assessment, Land use programming. Combined with research achievement in China and abroad, useing Planning Environmental Impact Assessment of Haerbin Taiping international aerodrome as a case to choose indexes of Planning Environmental Impact Assessment by field surveying, data analysis and so on. It works over main assessment indexes system, such as noise of airport, backout and allocation and so on, preliminary analysis indexes of assessment indexes system and also puts forward some opinions.
