For the sake of estimating oil depot safety appropriately and elevating the oil depot safety technical level, using advanced and reasonable assessment method to appraise the risk degree of oil depot has a very import practical significance. In this paper, the quantitative assessment method is adopted and the fuzzy assessment model for the oil depot reconstruction project is established, comprehensive considering of various safety influencing factors of the oil depot reconstruction project, through the establishment of the fuzzy comprehensive assessment model of the depot reconstruction project to make scientific and rational risk analysis and assessment.According as correlative standards and criterions of oil depot in our country, Nan San oil depot reconstruction project is taken as an example in this paper, the risk factors of oil depot reconstruction project are determined based on investigation and analysis. Combined with engineering practice to identify the relationship between the various risk factors and the oil depot reconstruction project impact of the accident model hierarchy and established the more consummate lapse factors system. Determined the weight vector with analytic hierarchy process after the main factors which impact the oil depot' safety is determined. By analyzing factors and relativities in complex system, basing on grades of experts, and comparing estimation by twos, the relative importance of factor in each level is determined and the judgment matrix is established and trough calculating the maximum characteristic value and corresponding characteristic vector of judgment matrix, the importance order of every level factor to former level factor is obtained and then the weight vector is determined. Then the weighted average model is used and the fuzzy matrix and the right vector are combined, then the fuzzy transformation is carried on and the fuzzy comprehensive assessment result is obtained. Further, the safety rank of oil depot reconstruction project is concluded by the fuzzy comprehensive assessment.According to the assessment result, the risk acceptability and weak links are acquired. Subsequently, the corporations are suggested taking corresponding security measures pertinently to eliminate or decrease the system risk, providing guidance and reference for the design of the security unit at the design of construction projects, providing the basis and conditions for construction units' systematic standardized and scientific way to safety management, providing a basis for management to supervise.
