With the development of economy more and more importance have been attached to the environment problems. To establish a living region which can fulfill both our needs for material as well as for good environment, comes into emphasis in economy construction of this period. Lodged and applied by many academicians, it has already been a necessary tool of regional sustainable development research to evaluate the developing state of a region quantitatively.If a decologically ecological developing environment has been establish in a region, it would be more likely to develop sustainablelly, and vice verse. Sustainable development is of great importance to the future of our human being, while how to realize it became exigent. Among so many methods in sustainable development research, ecological footprint model is welcomed by many academicians, for its scientific and perfect theory basic, visualizing concept frame, condense index systems, together with its strong maneuverability.Ecological footprint model are used to assess the sustainable development state of Linyi, and by researching on literatures, the advantages and disadvantages of this model are analyzed. As a consequence, this model is improved by recalculating the output components, which make the calculation more close to the reality of Linyi. What's more, by researching on a time series, the deficiency of the model in researching dynamically is compensated.The paper is composed of six sections.In the first part, the concept and connotation of sustainable development as well as the research conditions of ecological footprint are introduced. Also, the status of evaluation of sustainable development with the model of ecological footprint is introduced. Then, the research significance of this paper has been demonstrated.In the second part, the concept,connotation,calculation formula and advantages as well as improving method in sustainable development research area are introduced briefly.In the following third part, the general condition and the acquisition of the statistics of research area Linyi are introduced. And some analysis has been given. In the forth part, using ten year's statistics, the ecosystem requirement,ecosystem carrying capacity,ecological deficit of Linyi are calculated. It turned out that during the analyzing ten years, ecosystem requirement of Shandong province has been improving, from 0.67hm2 per person in 1998 to 1.33 hm2 per person in 2007, while ecosystem carrying capacity has been declining, from 0.7034 hm2 per person in 1998 to 0.6810 hm2 per person in 2007. The improving tendency of ecological deficit are great, for the ecological deficit of Linyi in 1998 were -0.0325 hm2 per person, which means that the ecosystem carrying capacity was greater than ecological deficit in 1998 and it was developing sustainablelly only according to ecological environment. However, from 1999, except for 0.0859hm2 per person in 2002, which was a low value, ecological deficit turned to positive numbers and was increasing rapidly with a great rate, from 0.0309hm2 per person in 2000 to 0.5809hm2 per person in 2007.In the fifth part, on the basic of the results of the forth part, the ecological footprint for each 104 yuan of GDP,capita corresponding coefficient of ecological and the development of lack ecological capacity are also calculated, in order to assess the state of sustainable development of Linyi in multiaspects.In the last part, qualitative analysis is used to analyze the state of sustainable development of Linyi, and consequently a series of strategies are give on sustainable development of this area, in order to afford strong support of shifting the city to a ecological sound one.
