In China's new round of curriculum reform, the development and utilization of curriculum resources have taken seriously. Local culture is broad and profound, it can provide rich source material for teaching. Chemistry can be found in every corner of our lives, while it's related to culture in a very compact way. The development of chemistry also promotes social-culture progress. It's not only conducive to the heritage and development of local cultural, but also enhances students' scientific literacy by using local cultural resources develop curriculum.In this paper, we developed chemical school-based curriculum under the local culture, and explored openly teaching model according to the difference of cultural carrier. The result of empirical research tells:1. The development of chemical-based curriculum teaching resources in the context of local cultural is close to student's life. It would pull the distance closer among cultural, chemistry and students, promote the student learning chemistry with enormous interest. It's also has vital significance to the heritage and development of local cultural, the rich of the subject information, the reform and development.2. The openly teaching model which constructed under local cultural resources, including openly content, openly time, openly space, openly teaching methods, openly relationship between teacher and student, openly evaluation system, braking the study of scientific in classroom as a new teaching model. Students can give full play to their independence and initiative under this teaching mode, the needs of seeking knowledge are met, the enthusiasm of problem-solving and creativity are nurtured.3. The openly teaching model also has great significance for broad teacher's education horizons and promotes teacher's professional development. What's more, it has important implications for rich educational model's research.
