With the proposal of the "a country with strong transportation network" strategy and the rapid development of the shipping industry,inland river trade is constantly frequent,and there are often water emergencies.In addition,at this stage,the central government and local authorities have issued a series of policy documents on the development of inland water transport in the western region,which put forward new requirements for the ability of emergency search and rescue of inland river in the west.This paper takes the emergency search and rescue capability of inland rivers in the west as the research object,and the evaluation model of the emergency search and rescue capability of the west inland river was established to provide decision support for the improvement of the' emergency search and rescue system of the west inland river.Through studying a large number 'of relevant documents and papers on emergency search and rescue in the western inland river,and consulting experts and scholars in the field of emergency search and rescue,this paper summed up the factors affecting the ability of emergency search and rescue in the western inland river,including the search and rescue environment,search and rescue equipment and facilities,and search and rescue personnel.In order to determine the preselected set of evaluation indicators for the emergency search and rescue capability of inland rivers in the west,the indicators were screened by means of expert questionnaire.Based on the statistical analysis of the results of the questionnaire,the evaluation indicators system of the emergency search and rescue capability of the inland river in western China was constructed,including three first-level indicators of search and rescue environment,search and rescue equipment and facilities,and search and rescue personnel;weather conditions,flow conditions channel conditions,water traffic conditions,accident distribution,operating geographical environment,navigation information,completeness of communication system,emergency search and rescue facilities,search and rescue facilities,drill and training,skills training facilities a total of 11 second-level indicators.In this thesis,the theoretical basis of evaluation and various evaluation methods are introduced in detail.Then,based on the fuzzy theory and the rough set theory,an evaluation model for emergency search and rescue capability in the western inland river was established.In this model,the degree of membership of each indictor is obtained by expert investigation.Then the analytic hierarchy process(AHP),fuzzy analytic hierarchy process(F-AHP)and fuzzy network analysis(F-ANP)were used to calculate the weight of each indicator.Finally,the evaluation results were obtained by fuzzy comprehensive evaluation method.Finally,taking the Lancang River as an example,comparing the calculation results of the three index weight calculation methods,it is shown that the fuzzy network analysis method(F-ANP)is optimal,and the emergency search and rescue capability of the Lancang River is verified.The results show that the emergency search and rescue capability evaluation model is reasonable and effective,and can provide decision support for improving the emergency search and rescue system.
