At this stage,available techniques of evaluation about the system still remain in a relatively promitive stage,available methods of evaluation are very much limited. In many accidents, professionalexperience is the only way to depend on for subjective judgments and evaluation, to make arelatively reasonable results in a number of small-scale emergencies. The judgement basedon professional experience may be efficient enough in solving problems for an emergencyrescue,but may lack ofscientific reasoning, especially with so many departments involved.Because it is necessary to make many predigest onan emergency rescue process underevaluation, thus the evaluation results are often dubious.This paper, based on systematic analysis of dynamic processes in the rescue of theinteraction of various subsystems, combined with fuzzy comprehensive evaluation method toconstruct a reasonable mathematical model of a comprehensive assessment of emergencyrelief will be low-level model, using analytic hierarchy process to solve, from lower to higherweight complex issue and finally the results normalized to make emergency rescue in theprocess of the various factors have been reflected, the results can show the basic scientific andrational reflection of the true state of emergency rescue system, finaly, The mathematicalevaluation model is used in Hancheng Mining Bureau of the emergency rescue drill.
