With the rapid development of China's coal enterprises,emergency management work in the coal mine safety production more and more attention by.Coal mine emergency rescue plan is an important part of emergency management work,and it is the basis for carrying out emergency rescue.Therefore it is of great practical significance to study how to effectively verify the preparation quality of the plan and how to reasonably manage the plan so that it can be implemented efficiently.In this paper,the evaluation of emergency rescue plan and its informationization management research are carried out in Yanghuopan coal mine.First of all,according to the "Guidelines for the Preparation of Emergency Plans for Production and Operation Units' Safety Accidents"(GB/T29639-2013)and the "Guidelines for Evaluation of Emergency Plans for Production and Operation Units' Safety Accidents",we established an evaluation index system of coal mine emergency plan,following the principle of the construction of evaluation index system of coal mine emergency rescue plan.Secondly,using the Analyt.ic Hierarchy Process(AHP)to determine the index weights and fuzzy comprehensive evaluation method for quantifying the indicators,a multi-level fuzzy comprehensive evaluation model was constructed.The model was applied to Yanghuopan coal mine emergency plan evaluation.The results showed that the overall effect of coal mine comprehensive contingency plan for the Yanghuopan coal mine is good.The specific analysis showed that the comprehensiveness of the plan and the effective reasonable handing of unexpected accidents are better,but the operability and flexibility of the plan are general,so we need to take effective measures to perfect the content of these two aspects in the future.Finally,based on computer technologies such as the.NET platform,SQL Server database and C#development language,the Yanghuopan coal mine emergency rescue plan management system is designed,which realizes the founction of emergency plan management,plan evaluation,emergency assistance decision,etc.It can be helpful to normalize the content of emergency plan,evaluate the quality helpfully and implement the function effectively.This study may provide the basis for improving Yanghuopan coal mine emergency plan,and contribute to the emergency management level,and can provide a new idea for the coal enterprise emergency rescue information.
