Dangerous Chemicals could cause fire, explosion, poisoning. There are so many people will die and much property will damage once an accident happen. There are series of laws for monitoring dangerous chemicals in China, the focus is the classifying and recording regulation about major hazard, the core is grade control. However, the safety actuality now is there are frequent accidents, and serious consequences. With the importance of life, preventing serious deaths become the safety subject. The focal point of safety monitoring is avoiding the grievous accident. Therefore, this paper suggests an idea about making classification for dangerous chemical based on accident consequences.This paper analyses hazard classification research in domestic and abroad, focusing on flammable gases, toxic gases, flammable liquids which are listed in "Identification of major hazard installations for dangerous chemicals" (GB18218-2009).Analyzing their Hazardous characteristics which will cause fire explosion and posion and the quantitative models of accident consequences, selecting point model for Pool fire, ILO model for Boiling Liquid Expanding Vapor Explosion, TNT equivalent model for Vapor Cloud Explosion and Hemisphere model for gas diffusion. Comparing the simulation results, finding out the injuries range is so different that the GB18218-2009 is not perfect in accident consequences.Considering the current situation of safety production in China, the current laws in dangerous chemical classification and recording, and other situations that we propose to use another parameter - the death risk radius as a criterion for classification. This paper will use population density and accident classification standard to obtain the death risk radius for classification. There are four grades and also we make the Can Zhou Port Chemical Industry Park as an example.In accordance with the grading, we determine the safety monitoring program. The safety administration will carry out supervision in their area in terms of the monitoring program, principle, procedure and other requires. In general, the classification program based on accident consequences is simple, convenient, and dynamic and practical that the regional differences will be avoid, and the safety monitoring will be favorable and efficient.
