Enviormental problem is a issue in recent china. From Feform-and-Opening,China has improved a lot,especially in recent years,but that depends on our enviorment cost.If we cannot solve the enviorment problem,the sustainable growth can't be achieved,not to mention harmony society.There is a serious problem we face is that our growth depends on high cost.The co2 emission per GDP is much higher than other countries Although,we don't bear forceable co2 emission reduction,other countries,especially the developed countries put a lot of pressure on us.Maybe,we will bear forceable burden some years later.As a big country,we ourselves have declared to reduce our CO2 emission to 40%～45%,comparing to 2005.Market mechanism is an effective way to solve the Enviormental problem and the carbon emission trade is a hot topic.The essence of carbon emission trade is to solve the problem of price distortion in resources' allocation through market mechanism,to reduce carbon emission, enviormental pollution and reach the goal of sustainable development.Carbon emission trade mechanism,as an effective way to improve enviorment quality,has been used in many countries.But we china still face a lot of problems both in theory and in practice.Oppositively.the USA.has used the way to solve many enviormental problems.We China should learn its good and lose its bad.This essay trys to find the USA's good points through the comparitive research between china and USA,just in order to establish the regime of china's carbon emission trade.
