Water is the fountainhead of our common life and the most important material basis for socio-economic development. However, along with the water resources' demand experiencing a sharp increase, how to solve the water supply and demand contradictory is being a difficult problem for humankind at present. Because water demand in various occupations is increasing year by year, ground water is being excessively exploited to meet the industry, agricultural and domestic water demand, which lead to decrease of ground water level. Surface subsidence has also been initiated and the water quality is worsening, the underground ecological equilibrium system is seriously broken. This forces us to seek other effective methods to alleviate the huge pressure which human society takes on at the present, that is carry on the management of sustainable water resources.On the basis of reference to massive domestic and foreign literature about management of sustainable water resources, this paper summarized the trend and progress of management of sustainable water resources quantification theory elaborated the present situation on domestic and foreign research of management of sustainable water resources. These work presents a guidance for the study on the eastern plain of Handan and provides theory basis for a better study of this essay.Unifying the actual situation of the plain, a generalized analysis was made about natural situation, meteorology and hydrology, rivers and river system, hydraulic engineering, social economy and so on. Simultaneously ground water utilization and the exist water environment question has been analyzed. The paper has carried on surface water appraisal and ground water appraisal, calculated multi-annual mean precipitation and the amount of runoff of this region and figured out the amount of ground water resources in different mineralization degree and the exploitable yield. Simultaneously, an union appraisal on the surface water and groun dwater of this region has been carried on.The author collected massive social economy material and hydrological data. A quantification target about the management of sustainable water resources was chosed, the sustainable development situation was judged and a sustainable water resources management optimization model was established. Resort to the computer technology, we found a solution using to the model and obtained a reasonable plan finally, which had certain reference value and the guiding sense to management of water resources in this region.In the article, the author also gives an synthesis proposal to carry on the sustainable utilization on water resources, including how to develop new water resources, like resurgent water use; developing the underground salty water reasonably; making a reasonable control plan on the ground water of the region. At the same tiome, the author proposes that the local government must strengthen the construction on water-preservation society in this area and strengthen the management system construction of water resources. Except that, agricultural irrigation technology should be promoted vigorously, which will become the solid foundation for the management of sustainable water resources in the eastern plain of Handan.
