The Planning Strategy Of Development Of Land Along Urban Rail Transit Based On PPP Mode

Urban rail transit is an important part of urban public transport system,at present,with the rapid growth of economy and the further expansion of urban form,and the demand for urban rail transit in the small and medium sized cities is increasing rapidly.As public goods,the construction and operation of urban rail transit involves multi benefit,PPP model(government and social capital cooperation model)as an important means to reconcile the interests and contradictions of the construction of the infrastructure.But the application of this kind of pattern is still in the exploration stage at present,there is few project can really solve the urban rail transit construction and operation,in this regard,Hongkong,Tokyo and other urban rail transit construction has been a longer time to explore and achieve more successful results.First of all,studying the domestic and foreign literature and summarizing the current stage status of the PPP mode and the urban rail transit planning can clear hitting-point which combine PPP with urban transit.Based on the concept and characteristics of urban rail transit and PPP model,this paper analyzed the correlation of urban rail transit and PPP model,reach the necessity and feasibility of the introduction of PPP into the construction of Urban Rail Transit.Secondly,the PPP project of rail transit in Hongkong,Tokyo and Singapore is studied,and from the planning procedures and policies,the layout of the line and the surrounding space of the site to carry out a comparative analysis of several aspects,obtained the successful experience of the application of PPP mode in urban rail transit planning.Finally,through the case analysis of Beijing Metro Line 4,Shenzhen Metro Line 6 and Foshan Metro Line 2,Line 3,researched on the current situation of domestic urban rail transit PPP project,found the problems in the planning of domestic urban rail transit PPP project,including track design and planning convergence mechanism is not perfect,planning procedures and the preparation of ideas is not clear, and put forward the corresponding planning strategy from three aspects of planning strategies,planning space organization and planning management,in order to provide guidance for the construction of urban rail transit PPP project in the future.
