| With the rapid growth of the national economy and the significant increase of the urban household income, automobile products have become more and more city residents' necessities. With city auto possession's rapid growth, the growth of the urban parking facilities supply is slower than the augment of quantity of cars. The contradiction between supply and demand is so serious that causes several social problems and management problems. Parking facilities are quasi-public products, involving multilateral relations and interests, such as parking facilities builder, operators, government (administrator), vehicle drivers (owners), and the citizens who don't have cars (stakeholders) and so on. How to supply urban parking facilities scientifically and reasonably, how to improve the using efficiency of facilities, and how to control and guide the demand of parking, all those questions become an important research content of government's public management and urban parking facilities management.Guangzhou's motor vehicle quantities are huge, however, parking facilities are in shortage, as well as its composition and distribution is not reasonable. This paper studies Guangzhou city's parking management and the existing problems through a comprehensive analysis of the urban parking facilities'characteristics, function and composition (involving the parking facilities provided in the buildings and society) from the angle of public administration and public goods theories, while refers to the advanced experience and good practices on parking management, combining with the actual situation in Guangzhou. Moreover, the paper puts forward the general idea on the development of Guangzhou parking, namely comprehensive consideration of public resources utilization, by the guiding ideology as "treat a disease by looking into both its root cause and symptoms", "near-far combination". Finally, The paper puts forward some countermeasures on the development of Guangzhou city parking facilities from the angles of developing public transportation, planning scientifically and reasonably, giving full play to the adjustment action of the market and management regulation of the government. |
