Slow traffic reflects ideas of human-friendly, sustainable development and low carbon. Especially for today when looms resources and environmental crisis plus a worsening of traffic congestion in large cities, when developing the urban rapid transit, we must also focus on improving the friendliness of slow traffic in order to promote low carbon travel, thereby enhancing the level of urban low-carbon.1. This paper firstly expounds the basic contents of slow traffic including the concept, position, characteristics and significance, and summarizes development practice's overview of slow traffic at home and abroad, and analyses the major problems of the domestic slow traffic. Through analysing the "carbon footprint" of slow traffic, it verifies the level of low-carbon and environmental protection, fully explaining the necessity of developing it, which proposes the connotation of the friendliness of slow traffic and obtains a relationship of virtuous cycle among slow traffic, friendly slow traffic and low-carbon.2. According to the connotation and four with principle of the friendliness of slow traffic, the evaluation criterias for the friendliness of slow traffic are put forward, refining the various indicators.The evaluation index system of slow-traffic's friendliness is established. The established evaluation indexes are devided into fuzzy and precise evaluation indexes according to their characteristics. The evaluation model for urban slow-traffic's friendliness is established by applying the fuzzy comprehensive evaluation method based on DEA model.3. Example application. After describing the present situation of Beijing's slow traffic, accordance with my spot inspection and research to several sections'slow traffic of Beijing, slow traffic of three road sections in Beijing are selected as the evaluation objects to apply the evaluation model of urban slow-traffic's friendliness, which derives their grade level of the friendliness, the measures and advice of improving the levels of slow-traffic's friendliness are proposed based on the evaluation results. Thesis research is urban traffic specific embodiment of sustainable development and deepens the concept of urban low-carbon, which will be contribute to the development and construction of urban slow traffic in the future.
