This research illustrates development of human settlement science theory, demonstrates that mountain human settlements research is one of strategies of solving problems of town's human settlements development in China, from a information science view, discussed the improvements and questions brought by applications of 3S technology and Virtual Reality, and try to answer parts of these questions. In addition, this research also discussed the combination of alternative construction contemporary natural building methods, digital city developments and human settlements. Take several methods and technologies relevant to human settlements for example, discussed the details of modeling technology based on DEM and spatial analysis methods, which provides a strong technical guarantee for human settlements research.The results can be widely applied in human settlements researching projects, using optimization method to choose DEM data that fits for spatial analysis and terrain modeling, which increased the efficiency of creating DEM data. In addition, the results also suggest that using gray scale image to creating terrain model can increase working efficiency in project. In text we took Reservoir Ecological Planning for example. We built a digital terrain model based on GIS and CAD secondary development. Through the analyst of digital terrain model engineers can conclude the submerged area of reservoir.Meanwhile, we also analysis slope, aspect and temperature in JingZhuang county by using DEM data and remote sense technology, we divide JingZhuang county to five research areas, eight typical valley, and defined their function based on these division, provided a example of county's human settlement research and planning for consultation.
