The research and selection of the use of railway locomotive, is an important content of railway transportation organization. In recent years, based on the originally using of the locomotive uncertain railroad region, railways bureau, station and depot actively explore using the locomotive in uncertain railroad region. How to use can break the restriction to the railroad region of locomotive when using a same type of locomotive in several different railroad regions, with locomotive operation maximizing efficiency as the goal. It means that a locomotive use in an uncertain railroad region, rather than in fixed railroad region. Locomotive using in uncertain railroad region is in favor of shortening locomotive turnover time, optimizing the locomotive working diagram, which is of great significance to improving the locomotive operation efficiency. However, the traditional methods of making up locomotive working diagram are difficult to adapt the locomotive working diagram in the condition of uncertain railroad region. This paper tries to make a breakthrough in theory, method and tools. This paper began with the key factors of the locomotive working diagram, combined with the characteristics of the use of locomotive, demonstrated applicability and advances of the locomotive use with uncertain railroad region in optimization objectives, program costs, locomotive maintenance indicators. On this basis, models and algorithms of locomotive working diagram is modeled which is in the condition of multi-endpoint and non-fixed section, and use Lingo programming toolkit to solve. Finally, Xining lines were compared as an example to verify the proposed model and algorithm. This paper includes the following aspects:1. Discuss the effects of train graph, locomotive routing, crew working system, reconnection and disintegration of the. locomotives, and maintenance scheduling for time and space equilibrium settings, labor operation time arrangement, and maintenance time allocation. Analyze many ways of improving the locomotive operation efficiency such as:changing the locomotive operation mode, adjusting and optimizing locomotive layout, extending locomotive routing, improving locomotive traction ability.2. Compare and analyze detention time of locomotives in stations in conditions of uncertain and certain railroad region, which further explains it is has obvious effect in the locomotive operation efficiency when using locomotive in uncertain railroad region.3. Build basic model, Single locomotive working diagram model not in pairs, locomotive working diagram with partial double locomotive traction on balanced and unbalanced in uncertain railroad region, which take minimum number and used balanced of locomotive as target, and solve core issues of making up locomotive working diagram.4. According to optimized objectives and constraints of the basic model using locomotives in uncertain certain railroad region, this paper selects computing platform of algorithm, defines related collections and attributes, and writes algorithms. Compile examples of single locomotive working diagram model not in pairs, locomotive working diagram with partial double locomotive traction on balanced and unbalanced in uncertain railroad region, and give the corresponding locomotive working diagram which show that models and algorithms are of efficiency.
