Locomotive working diagram is the instructional data of guiding the usage of locomotive for locomotive department. A reasonable and efficient locomotive working diagram is in favor of enhancing locomotives use efficiency, transportation productivity and economic efficiency. The locomotive working diagrams are always made by human on the basis of locomotive working diagram system now. It is difficult to avoid mistakes made by staffs and other factors. Studies on locomotive scheduling problem model and locomotive scheduling planning system are need to be continued.Locomotive scheduling problem and locomotive scheduling planning and adjusting system were studied based on the existing knowledge. Locomotive scheduling problem targets the least use of locomotives. A reasonable locomotive working diagram should meet the allocation of locomotives for train working diagrams. Crew working mode, crew working time standard, locomotive running mode, locomotive routing, standard locomotive maintenance time of turn-around station and locomotive maintenance plans should be considered.It was started with the theoretical basis including the use of locomotive evaluation index, data of locomotive scheduling problem, procedure and basic requirements of planning locomotive working diagram and factors of locomotive turning around. The use of locomotives is almost in fixed district. So the model of the locomotives allocation for train diagram in pairs and train diagram not in pairs were established. The gradient of some railway distracts are long heavy grade. Trains that running on these distracts need two or more locomotives to pull and some distract need specific locomotives. So model considered multi-type locomotive and given number of locomotive was established.Flagleader was used to solve the scheduling problem. Rules of locomotive scheduling problem about train diagram in pairs and not in pairs were made by analyzing the ways of locomotive department planning locomotive working diagram. Layering decision-making theory was used in planning locomotive working diagram. The procedure of planning locomotive working diagram was divided into several stages, rules were written by stages, and one stage would go to the other one under proper conditions. Train delays and other condition would lead to a result that locomotive cannot be connected in time. So adjust rules was designed. The adjustment of locomotive working diagram had two conditions. One was adjusting and another one was planning again.At last, a system about planning and adjusting locomotive working diagram was designed. The design was including the system function structure design, data design and functional interface design. Data of locomotive scheduling problem is managed by the system, and it can plan and adjust locomotive working diagram.
