Ships should be waiting for anchorage, when ships arrive or depart a port. Anchorage plays a crucial role in operations of ships, therefore, anchorage planning is particularly important. The main principles of anchorage planning could ensure the safety of ships, provide sheltered environment and ease traffic flow of ships.This paper firstly describes the concepts in detail, concluding anchorage classification, anchorage capacity, anchorage area By processing data, sending questionnaires to the officers of shipping companies and university teachers, the paper makes a preliminary study on the safety factors of anchorage planning, concluding natural environment of wind, flow, wave, ice, visibility, sediment; water environment of distance from vessel to pilot station/channel, water depth and vessel density; ship condition of ship form, ship load and ship draft. Analytic hierarchy process is taken to determine the primary and secondary relationship of each safety factor on anchorage planning with practice; unascertained measurement model is established to test the rationality of anchorage planning. Taking Bayuquan anchorage of Yingkou port as the model, as the throughput of Bayuquan anchorage of Yingkou port keeping increasing, it could not meet the ship's security needs any more by calculating, according to the reality situation. After model validation which is taken by a lower risk, the expansion of great ships anchorage based on exiting anchorage is feasible.The research of this paper could provide reference for future studies of other ports'anchorage planning.
