2013is the third year of the twelfth Five-year Plan, and a critical period of building North East Asia international shipping center, the logistic distribution center and promoting scientific port development. According to The General Planning of Dalian Port. Dalian will see comprehensive promotion of shipping center, logistic distribution center and economic center, with the shipping center as the Bellwether, making Dayaowan an important main trade port of international Container Transportation in North East Asia. In the future, diversified development will be expanded towards container transportation industry, automobiles, petroleum products, ore, etc.With the high development of economy in and around Dalian, the construction of Dayaowan port will be accelerated, and the dock number will rise and the dock tonnage is growing larger, also the number of inward/outward of vessels will increase steadily. All these changes lead to a situation in which Dayaowan port fails to ensure the sound and rapid development of its port, especially when the anchorage area cannot meet the requirement of use. As a result, the anchorage planning for Dayaowan port is urgently needed.This paper in consideration of the actual conditions of Dayaowan, objectively evaluates the anchorage capacity of Dayaowan, in addition with the theoretical study of the anchorage and anchorage capacity. And the hierarchical structure diagram of the evaluation on the safety of anchorage area is shown, with use of mathematical model of unascertained measurement. Analytical Hierarchy Process (AHP) is applied to weighting the grade assessment indices. Comprehensive unascertained measurement vector of combined index of anchoring safety is found out by the use of constructing the unascertained measuring function of the single and the double index, combined with certain index weight. It judges whether the planning of the anchorage area is safe according to the code of identification of the geotechnical interfaces, which is consistent with the actual condition of the anchorage area in Dayaowan and can be the reference to the evaluation of other anchorage security.
