Incidents in large scale construction projects not only can cause great losses but also can cause adverse social effects, which have the typical characteristics of random, sudden, diffusibility, destructive and make it difficult to avoid accidents.In the practice construction managers usually have passive concept of emergency management, leading to the lack of scientific and effective emergency management. The academics also have not formed a systematic study on emergency management of construction projects.According to the situation of domestic large-scale construction project, this paper attempts to use complex system, project management, crisis management, simulation and other scientific theory and analysis method to study the subject for emergency management of construction projects. This paper has a depth study on the mechanism of unexpected incidents during construction and the organizational mechanism for large-scale construction, which can provide a scientific decision support for construction manager.In accordance with the logical order as the object, the subject and the strategy, it first has a study on the trigger factors and mechanism of unexpected incidents. It points that the complexity of large projects is the source of unexpected accidents. And the scope of project emergency management is defined in this paper. Multi-agent linked platform is advised as the emergency management organization in large scale engineering. The paper gives a detailed discussion on the operation of this kind of platform, especially for the emergency response procedure. The simulation tool Petri-net is applied to test the performance of the procedure, which can identify bottlenecks in the process and help more scientific emergency plan.In the last part of the paper, Wuxi City subway construction project is taken as an example to explain how emergency management mechanism can be applied to practical engineering.
