The Research On Performance Evaluation Of Whole Process Cost Management In Large-scale Public Works Projects

In "The 13th Five-Year Plan" period, the process of urbanization accelerates continued, construction investment in public works projects also will increase. In the present stage downstream rate of China's economy is accelerating, it is the urgently needing for government to stimulate economic development properly. Now the focus of the current stage only rely on investment-led economic growth, investment in public construction and infrastructure development in China take full advantage of their stage of development and socialist system. But in the construction process due to the imperfect of system and management, project costs are not saved, adhere to the spirit of shared development, efforts to promote the principle purpose of the welfare of the people, the relevant government departments need to increase the construction cost of public administration costs, and improve social investment. Performance evaluation is excellent way to outputs and outcomes evaluation work, this paper based on research and performance evaluation of theoretical knowledge of their predecessors, the research on performance evaluation of whole process cost management in large-scale public works were studied and analyzed in order to maximize social capital for serving the people.In this paper, we are standing on the perspective of the owners. First of all by the way of a review of a large number of domestic and foreign literature and consult the relevant experts and scholars, thus understands correlation theory fully, gets factors what have an impact on large-scale public works projects the whole process of cost management. These factors throughout the entire course of the project, cost outcome document has been completed, the work also contains cost management behavior of the parties. Then it uses key performance indicators and targets to build an initial screening of the principles of performance evaluation, and eventually gets more scientific and rational management of large-scale public construction cost index system of performance evaluation by the whole process of reliability and validity. On this basis, the article uses the Analytic Hierarchy Process to determine the index weight, and builds performance evaluation of whole process cost management in large-scale public works model based on fuzzy matter element evaluation method Euclid approach degree. Since the number of a lot of evaluation, during the course of using the Analytic Hierarchy Process in this article it uses the professional mathematical software to improve the operation speed and accuracy. Finally, specific cases were performance evaluation.In the process of research and analysis, this article used the form of a questionnaire many times in order to gain knowledge and experience of experts. Moreover the qualitative and quantitative indicators fully are integrated to construct the index system. The evaluation used liberally to the poor five-category classification criteria, qualitative indicators is based on expert judgment, numerical range is defined by quantitative indicators determined. This article finally gets three conclusions. First of all this paper analyzes the results of the importance and urgency of this stage of the research on performance evaluation of whole process cost management in large-scale public works; secondly this paper uses scientific methods to establish a more complete and reliable scientific index system; and finally it chooses a more suitable performance evaluation model and case was evaluated and analyzed.
