With the growth of highway mileage and road traffic volume in China, emergencies represented by traffic accidents, natural calamities, dangerous goods revealing events are piling up, which have initiated a series of traffic and security problem being related to emergency, affecting social and economic benefits of the highway seriously. Highway emergency has the nature of randomness, severity and threatening, and the result caused by emergency easily diffuse. As the result of the severity of emergency and timeliness requirement of emergency management, more and more high requirements of highway traffic management departments deciding emergency management plan have been put forward.Aiming at the problem of deciding emergency management plan, intelligent decision support technology of artificial intelligent technology is applied in highway emergency management plan decision-making in this paper, and the visualization intelligent decision support system for highway emergency management is designed and implemented. The aim to study the system is to employing multiple domain technologies such as intelligent decision support technology, intelligent reasoning technology, visualization technology and multi-screen correlated display technology in decision on highway emergency management plan, and make them to be integrated in a visualization intelligent decision support system, which providing a new decision-making means for highway manager and decision-maker managing emergencies.First, highway emergency and its attributes are analyzed in this paper. On this basis, emergency management process, emergency response department dispatching plan, information distribution plan and traffic control and induction plan are studied. Through introduction of intelligent decision support system basic principle, the feasibility of applying intelligent decision support system into highway emergency management plan decision-making is analyzed, and the visualization intelligent decision support system for highway emergency management is analyzed. Secondly, key techniques of the visualization intelligent decision support system for highway emergency management is studied, which includes rule-based reasoning and case-based reasoning of intelligent decision support system, reasoning machine of the visualization intelligent decision support system for highway emergency management based on combination of case-based reasoning and rule-based reasoning, and multi-screen correlated display technology. Thirdly, Structure and function of system are analyzed, and on this basis, various subsystems such as multi-screen visualization, emergency information input management, intelligent decision support, database management, rule base management and case base management subsystem are designed and implemented. Finally, decision-making effect and ability of the system is analyzed by specific example of Xi'an-Hanzhong highway emergency management, and the efficiency and practicality of the system is verified.
