Manual toll collection and semi-automatic toll collection is no longer suitable for transport development with network and scale of highway in China. Therefore, it is quite necessary to improve efficiency of toll-gate and develop ETC by means of advanced science and technology. Meanwhile, with the ongoing increased highway traffic flow, people's requirements for travel service level are also rising. Bottleneck effect on highway toll-gate is becoming apparent. Due to the need of regional economic development, it is necessary to put ETC network into practice instead of current highway management mode of segmentation and administrative region focused.In this paper, the research situation and application prospect of ETC network are analyzed at home and abroad, simultaneously, the construction feasibility of ETC network is discussed. The problem and bottlenecks encountered in application and extension of ETC are discussed, then, development requirement analysis of ETC network in our country is researched.In the first, implementation program of ETC network is analyzed on the basis of theoretical analysis. Simultaneously, total implementation target, region network division, and solution of the problem and development of ETC network are researched. Furthermore, the detailed technical program of ETC network is discussed from four aspects as follows:firstly, analysis of ETC network technology; secondly, program of on-board equipment and communication of road-side unit, thirdly, program of lane road construction, fourthly, program of cash settlement and clearing. Finally, system function, general framework, tolling technology, data processing and transaction security on the "Highway ETC Network Demonstration Project" in the Yangtze River Delta Region are analyzed and introduced. All of these can provide referential value of ETC network in our country, what'more, they have certain practical significance value of project and contributes to the development of intelligent transport in China.
