With China entering a new era of socialism with Chinese characteristics,new challenges brought by new urbanization.The increase in public buildings is an inevitable trend,and the problem of building energy consumption is more important.At the same time,the "double control" goal of total energy consumption and intensity is proposed in the "13th Five-Year Plan",and the situation of energy conservation and emission reduction is more severe.With the promotion of building energy-saving work for many years,the data of building energy consumption is more and more perfect.In order to judge whether the building energy-saving is based on the actual data of building energy consumption,this paper studies the energy intensity of office buildings by combining the statistical quota and technical quota in the hot summer and warm winter area.First,the theory of energy intensity indicators for public buildings is studied,the meaning and principles of energy intensity are elaborated,common energy intensity index formulation methods are analyzed,and the rationality and limitations of statistical and technical quotas are summarized.It is concluded that the statistical quota method is realistic and reasonable,but it is subjective.The technical quota method is technologically advanced and lacks practical rationality.Therefore,when formulating the energy intensity index,combining the statistical quota and the technical quota with each other,the energy intensity index of the office building is proposed.Secondly,through the energy consumption survey,the basic information and energy consumption data of 954 public buildings in hot summer and warm winter areas were obtained.Through pre-processing of sample data and normality test,142 office buildings and 175 commercial office buildings were selected.The energy consumption status and distribution characteristics of the sample buildings are analyzed from the factors such as the building cooling method,the completion year,the building area,and the building height energy consumption.The statistical quota method is used to propose the energy intensity index of office buildings from the demand side.The limit value,the admittance value of new buildings,and the advanced value to office buildings are proposed as 0.2,0.5,and 0.65.Based on this quota level,the energy intensity of various types of indicators for office buildings is proposed.Then use Design Builder software to simulate the energy consumption of a typical commercial office building.According to the current national standards "Design Standards for Energy Efficiency of Public Buildings(GB-50189-2015)" and "Technical Standards for Near-Zero Energy Consumption(GB-51350-2019)",etc.,Set the building model’s envelope structure,indoor equipment,lighting system,air conditioning system and other parameters,and establish two building models.The energy consumption simulation results are compared and analyzed,and compared with the new building admittance value and advanced value of the commercial office building determined by the statistical quota method in Chapter 3.Finally,the limit value,the admittance value of the new building,and the advanced value quota level of office buildings in the hot summer and warm winter area are 0.2,0.5,0.75.The office building quota value,new building access value,and advanced value of the split-type agency are 108.22 k Wh/(㎡·a),74.94 k Wh/(㎡·a),48.26 k Wh/(㎡·a).The three indicators of the central office building are 129.32 k Wh/(㎡·a),95.85 k Wh/(㎡·a),69.02 k Wh/(㎡·a).The limit value,admittance value and advanced value of split commercial office buildings are110.38 k Wh/(㎡·a),88.54 k Wh/(㎡·a),71.03 k Wh/(㎡·a).The three indicators of centralized commercial office buildings are 130.38 k Wh/(㎡·a),103.91 k Wh/(㎡·a),and82.73 k Wh/(㎡·a).
