Implementation of building energy consumption quota is one important measure for development of building energy efficiency technology but the research of energy consumption quota for public building in Temperate region is still at the preliminary stage. There are some deficiencies in this paper for the rationality and accuracy of the methods to establish the quota. With the support of the applied basic research program foundation of Yunnan province under Grant No.2011FZ024, the main research in the paper is stated as below.Through the analysis of the purpose of implementation of building energy consumption quota, its control target and basic connotation is elaborated, and then make it clear two basic principles to be followed in this study that is justice and progressiveness.Two methods to establish the quota is introduced, which are statistical quota and technical quota. By analyzing their advantages and disadvantages, it is decided to combine the two methods to establish the quota of teaching building in ordinary college in temperate regions.Incorporated actual regular patter of energy consumption of the teaching building, SPSS software is used for linear regression analysis between building energy consumption and its influence factors to get regression equation to obtain statistical quota.Based on the local standard of "Yunnan Energy conservation design standard" (DBJ53 / T-39-2011), the parameters of the envelope and equipment for the standardized building is confirmed to obtain technical quota through software simulation so eventually optimization measures are proposed for the teaching building.
