Therefore, analysis Shenyang public parking management problems and causes, study and solve the supply and management of urban parking facilities and these approach is necessary and meaningful.At present, Shenyang public parking management has these problems: the technology of parking management falls behind modern management, the parking price is unreasonable for citizen, parking management industry is not standard, and many other issues. This article based on the model of public management domain multi-central government theory foundation. According to this theory, Shenyang public parking management has a new way of thinking. Urban parking management concluded the cause of the following areas: local government pays less attention to public parking facility supplement, the market mechanism fails to play an important role in the parking management, third sector lack of participation in the parking. For these reasons, the integration at different levels resulted that parking is a difficult problem in Shenyang City. To solve the above problems, this article suggests the government to formulate a scientific parking pricing mechanism and improve relevant laws and regulations about public parking, develop parking industry and make standard of it, the third sector gives full play to the positive role to put forward several countermeasures.This paper holds that, through the implementation of these measures, Shenyang City public parking management level will have a great improved, it attempts to explore a suitable way for Shenyang public parking management development countermeasure system.
