Water conservancy construction diversion project is an important component in the whole construction of water conservancy and hydropower engineering system.Water conse diversion construction period, the diversion project risk rate degree of difficulty diversion engineering construction four indicators, most of these four indicators relating to both randomness and fuzziness. Around this theme, this paper models for water conservancy construction diversion risk rate calculation and water conservancy construction diversion scheme optimization and decision are discussed and the research is given including two aspects of hydrologic and hydraulic calculation model of the water conservancy construction diversion risk uncertainty and water conservancy construction diversion scheme based on engineering fuzzy sets theory optimization model.Through the analysis of water conservancy construction diversion of the source of risk and uncertainty factors,the water conservancy construction diversion of the risk is defined as within the prescribed period of time, the natural water(flood) more than the reservoir regulation and diversion drain the probability of building drainage ability.Comprehensive consideration is given at the same time in the hydrological flood peak discharge and flood volume flood process hydraulic uncertainty and risk rate calculation model and gives the monte carlo method is used to calculate the basic theory of water conservancy construction diversion risk. Considering the actual situation of water conservancy construction diversion scheme optimization the four properties indexes of the water conservancy construction diversion scheme has a great deal of ambiguity. So adopting binary comparison method to determine the weights of engineering fuzzy sets and engineering fuzzy set of fuzzy optimization decision model of diversion scheme optimization can be contained as much as possible, include the preferred method for comprehensive information. Thus, adopting fuzzy optimizationdecision-making model is the relative optimal scheme more reasonable.
