At present, as China’s economic prosperity and making a spurt of progress in the development, water conservancy industry as a basic industry of the national economy highlights qualitative leap, at the same time, drawing broad attention of numerous experts and scholars.In recent years, irrigation works industry has ushered in the golden period of development, however, the water conservancy construction safety accident happens time and again, which not only blocks stability and healthy development of the water conservancy industry, but also brings the people tremendous threats to health and the loss of property unable to compensate. Water conservancy project make characteristics of diversified design, complex process, a longer construction period, construction of high mobility, harsh construction environment, frequent intersection operation and low quality of overall construction operation personnel, which determine unavoidable uncertainty of the water conservancy construction production process and make the construction process and the working environment complex and changeable, as a result, likely to cause safety accidents. Although our country has made great efforts in the aspect of safety management, the construction safety management level has not been improved significantly. Construction safety is a complex and arduous system project, which always makes major research topic in the field of hydraulic engineering construction project.Hazard is the main causes and fundamental reasons of safety accidents. In this paper, we focus on management of water conservancy construction site and make in-depth and detailed theoretical analysis of hazard in construction and production process, elaborating the concept of dangerous source, elements, and accidents triggered conditions and so on. Taking the first section of BaoDing in TianJin line of the South-to-North Water Transfer Project for an example, we respectively undertake thorough research on hazard identification, risk evaluation, risk control and emergency management in the light of production status in the hydraulic engineering construction site, which realize scientific, reasonable and normalized management of the construction site hazard and avoid the occurrence of safety accidents from the source, improving the level of safety management in construction site. Therefore, we mainly study in the following several aspects: First, In the light of the first section of BaoDing in TianJin line of the South-to-North Water Transfer Project, we mainly focus on project types, construction procedure and other aspects of the potential risk in water conservancy construction site for induction and respectively use safety check list (SCL), preliminary hazard analysis (PHA) method for hazard identification.Second, we put forward the AHP- entropy method to determine the weight of evaluation index, which can effectively avoid the malpractice of subjective evaluation according to the personal experience of the analytic hierarchy process and realize the effect of the evaluation index objective evaluation and index system optimization. In this paper, we construct fuzzy comprehensive evaluation model based on AHP-Entropy method, which realizes the complementary advantages and makes the evaluation results more objective and scientific. It provides risk assessment of water conservancy construction site a new train of thought and a new method.Third, we set up a set of hazard recognition system applicable to characteristics of construction and management units and construction unit engaged in the first section of Bao Ding in Tian Jin line of the middle route of South-to-North Water Transfer Project, which can realize scientific, reasonable and normalized management of water conservancy construction.According to the identified hazard in the process of construction, we put forward corresponding effective measures and also explore emergency management methods and models for water conservancy construction project hazard.Fourth, summarizing the research and making analysis of its limitations and shortcomings, we prospected the emphasis of the future research.
