In recent years, China’s total annual profit of construction enterprises and the annual output value though has maintained an upward trend, but its profit margin has been unable to break through 4%, compared to the national average profit margin in other industries, the construction industry’s profit margins are much backward, and this fully explains our construction enterprises in order to have higher profit margins, we must attach importance to and strengthen the construction project cost control, to change the past, only to re-calculate the actual cost, and the cost of the whole process of contempt control theory. Thus, China’s construction enterprises must strengthen awareness of cost control, to study various cost control method for enterprise, in order to constantly improve the construction project cost control efforts, these are the modern construction enterprises cost management of construction projects necessary means to improve their economic efficiency of enterprises, profitability and margins, have great practical significance.This paper is based on A civil engineering project cost management as the research object. To study A civil engineering project cost management present situation, existing problems, in the review of the basic theory of project cost management, on the basis of analysis of A civil engineering project cost control and management in the problem existing in:material purchasing authority is not clear and there is no lack of historical data and informatization leads to cost prediction on the basis of inadequate," "three bidding work does not reach the designated position, project appraisal system is not sound and not implement, completion settlement insufficient cause any additional does not reach the designated position, and the reasons for these problems:lack of scientific nature, the project cost control system lack of advanced cost control work of the project concept, project cost control enforcement is not enough, evaluation incentive mechanism has not yet come into play, learning, and not to carry out the training plan,. Then on the basis of the analysis of the reasons, combined with suitable for A civil engineering project cost management countermeasures and Suggestions:implementation of the procurement intensification and material management informationization, the whole process cost control process management, improve the project cost control system, and set up scientific evaluation system cost, project cost management and control of the desired effect.
