To evaluate and improve urban road network, it is an effective way that discussing urban road network structure from an overall view and analyzing urban road transportation function basing on road network structure. Through improving road network inner structure, we can increase its outer function, and remit urban transportation conflict of supply and need.The paper analyses the structure and the function of urban road network, and points out that an increased road network can only be gotten on an increased road network structure. Considering some earlier study on road network and some evaluation indexes from a dynamic, static and compositive view, and combining withGraph theory and reliability theory, the paper brings forward a new index--roadnetwork unblocked reliability.With the target of road network unblocked reliability and economic restriction of road network rebuilding, the paper put forward the model of road network optimization. For validating the model, the paper chooses Baoding city simple road network as study object. In the course of validating, concerning the characteristic of non-linear optimization, the paper choose GA (Genetic Algorithm), a algorithm basing on human evolvement, to calculate the satisfaction solution of the model.In the course of model computation, the paper uses a program to combine road network unblocked reliability computation module and GA optimization module, and use the GIS interface to display the whole procedure result. It validates the applicability of the road network unblocked reliability and the model basing on the road network unblocked reliability in the end.
