The evaluation of highway network planning scheme on technical side is an indispensable part of the highway network evaluation system.The traditional technology evaluation generally includes two aspects of road network structure performance and traffic operation quality,focusing on meeting the function of the road and the corresponding service level.With the development of urbanization,the intensity of the traffic connection between nodes in the suburban or urban-rural road network changes,and the service functions provided by the segments serving the traffic between nodes change significantly,that is,the accessibility and connectivity functions will mutual transformation;some roads may have problems that service function characteristics and function positioning are not suitable.The importance of road network can quantify the function characteristics and function positioning of highway services,and then obtain the quantitative indicators of functional adaptability;the road with high importance have high positioning of the traffic service function in the road network,and the traffic flow operation state has a high contribution to the evaluation result of the road network operation state;the road segment serves the traffic between nodes,and the node importance is an important component of the calculation of the functional characteristics of the road segment.Therefore,this paper takes the importance of highway network as the core and studies the analysis method of road network function adaptability,which has important theoretical significance and application value.Firstly,this paper analyzes the process of urbanization affecting the transformation of highway function.According to the problem that is the function of suburban highway network that is not suitable during the transformation process,the importance of road network is divided into node importance degree,road segment service function importance and road segment planning importance which is defined and building indicator system and calculation method.Secondly,this paper defines the highway function as the relationship between connectivity and accessibility.On this basis,the highway is divided into five categories: Main Arterial Highway,Secondary Arterial Highway,Main Distribution Highway,Secondary Distribution Highway and access highway.The formation mechanism of service characteristics was analyzed,and the highway functional characteristics indicators(service objects,service distances and service scopes)were constructed.The functional characteristics index data were clustered and analyzed.The results were adjusted and corrected by the planning importance.The classification criteria of the functional characteristics of the highway network in Xiaoshan District of Hang Zhou,and the results of the division are analyzed.This paper constructs the road network technology evaluation index system from three aspects: functional adaptability,structural performance and traffic operation quality,and combines the importance model to improve and quantify the parameters of each evaluation index.Among them,the functional adaptability index refers to the function in the road network.The mileage standard of the characteristic standard is calculated.The threshold value method is used to convert the actual value of the evaluation index into the index evaluation score,and the analytic hierarchy process is used to assign the index weight to construct the technical evaluation model of the road network planning scheme.Finally,the thesis carried out an applied research on the Xiaoshan's highway network.It is found that the inclusion of functional adaptability in the technical evaluation index system and the improvement of the evaluation indicators based on the importance can improve the comprehensiveness and objectivity of the technical evaluation method of the highway network planning scheme.
