With China's entry into WTO, with the increase of world imports and exports as well as vessel becoming larger and more special , the economy along Changjiang River in Jiangsu has been developing fast, especially in oil and chemical industry. Thus dangerous cargo shipping in Jiangsu area along Changjiang River has been growing from year to year and wharves for dangerous cargo has rapidly increased. The illegal act from the vessels carrying dangerous cargo occurs frequently and the same with accidents and losses. Once an accident happens during the shipping of dangerous cargo, there will be inestimable losses. Though the shipping staff, the executives in chemical businesses and maritime management are studying how to improve the management of dangerous cargo shipping, the turnover rate of vessels and security of wharves, there is no obvious effect.It is mainly human error that results in dangerous cargo vessel accidents and pollution ones. It is vitally important to establish relevant rules and regulations for the people to strictly abide by, so as to settle the problem of supervision and ,management in the dangerous cargo shipping.In studying the subject, the author lays great stress on thorough research and investigation, analyzing the nature of accidents from different aspects, elaborating the harmfulness of dangerous cargo shipping and drawing up some working procedures as well as rules and regulations accordingly.Five chapters are divided in this dissertation. The present condition of the study on dangerous cargo shipping is reviewed in Chapter One. The significance of this dissertation is elaborated too. The dangerous cargo shipping in the area is analyzed and discussed hi detail in Chapter Two. Chapter Three analyzes the nature of common dangerous cargo and set a guide accordingly. Chapter Four offers related measures from the aspect of spot supervision. The action of operating personnel is restrained in respect of the maritime law and regulations in the last chapter. At last, the conclusion of this dissertation is summarized.
