Study On Hidden Dangerous Goods Management Model In Air Transportation

With the development of human society and the improvement of industrial level, more and more dangerous goods are transported by air. For these hazardous substances or substances, if not to be restricted, it is bound to affect the safety of passengers, crew and aircraft.It is showed by the statistical data of unsafe incidents of dangerous goods over past years that the declaration o f dangerous goods in right way for transport could keep the possibility of safety problem could in a very low level. Most of the unsafe incidents are caused by the shipper or agent's failure to properly declare dangerous goods. These dangerous goods failed to declare are the major threats to aviation safety. In view of this, this article discusses how to prevent the goods that are not correctly declared through two aspects of management and technology and provides suggestions for the protection of air transport safety.The research content mainly includes the following three aspects:1. Research on the current domestic non air transport regulatory status, warehousing research, training system, etc., and then to analyze the status of air cargo dangerous goods, to find the existing problems.2. To seek the possibility of standardization by collecting of relevant laws and regulations. On the basis of strict control of aviation safety of different manufacturers, different regions, different quality, different nature of goods, to find differences and unity.3. After introduction of information technology, updating the information collection methods, the integration of existing platforms, and improving the relevant database, and to conduct proper training and management of operators.Through the above research, evaluation is made on the transport of dangerous goods in the market so as to explore the method of identifying hidden dangerous goods. By the comprehensive management, the importance of strengthening the digital management of dangerous goods cargo information will be further established and then put forward the idea of construction of the information system of the air transported dangerous goods.By the improvement of the four level management of the shipper, sales agents, airlines and industrial authority, and grasp the three key phrases of training and publicity, identification of hidden dangerous goods when collecting on site, and check and verify of shipping list at airport, depending on the quality management system and credit management system, through establishing information system, to realize the comprehensive prevention management model of hidden dangerous goods.
