Estimate the bearing capacity of water resource in Huaibei objectively. Introduce the strategic problem of continuous utilization and administration of Huaibei water resource comprehensively and systematic. In the analysis, we got the countermeasures to the water resource continuously exploitation, utilization and administration in Huaibei.
