According to the water resources conditions of Jixi City, and based on Geographic Information System (GIS), Model-building Technology, Data-base Technology, a suit of Water Resource Information Management System is built to manage the water resources information scientifically. The data-base of the system is developed by SQL Sever2000 software; the function of special information management is developed by MapObjects; and system is developed on the language of Visual Basic.Before designing system procedure and database, the system analysis and design is first considered, and the system design includes principle in designing system, the collectivity structure of system, system function and system assistant function. And it can provide direction for the system.The Water Resource Information Management System in Jixi City mainly includes 4 subsystems: data management subsystem, subject analysis subsystem, figure management subsystem and system management subsystem. Data management subsystem consists of basic information and hydrological information. The basic information introduces the location, geologic conditions, the current conditions of water resources development and so on; while the hydrological information includes the climate information, rivers, depth of groundwater level, hydraulic engineering. Subject analysis subsystem includes the estimation model of water environment, the calculation model of water resources, the forecast model of groundwater level and water quantity, and the evaluation model of groundwater quality. Figure management subsystem consists of map-editing module contours-drawing module. Map-editing module can realize the function of map-checking and map-editing; while the contours-drawing module can use Surfer software to draw contours of water levels. System management subsystem is used to set the purview of users and copy the data-base.The models in Subject analysis subsystem: (1) the estimation model of water environment includes the evaluation model of surface water quality and the evaluation model of groundwater quality, and the arithmetic used in the evaluation model of surface water quality is Pollution Index in the Comprehensive Assessment, and the arithmetic used in the evaluation model of groundwater quality is score in the Comprehensive Assessment. Utilizing the model above, the quality of water resources in Jixi City is evaluated and the conclusion is trustiness; (2) the calculation model of water resources amount is designed by the equilibrium in water resources amount, it means calculating of the amount of water flowing in the study area and the amount of water flowing out the study area in a certain period. Based on the result of calculating, the amount of water resources reserved in the study area can be calculated and the amount of water resources that can be exploited is calculated; (3) the forecast model of groundwater includes the forecast model of groundwater level and the forecast model of groundwater water quantity. the forecast model of groundwater level is designed by regression analytical method, and the forecast model of groundwater water quantity is designed by curvilinear extrapolation.The database of system is built on the water resources data in Jixi city, and system procedure correlate with database. The database should be designed into different category on the data that the system involves, such as metadata, base data, space data, attribute data are the four sort for system. Before the building of database, it should collect the data needed, and then carry the data information and map information on the digitization, the standardization to the complete information carrier.Figure management subsystem can be used in the display and analysis of figure in water resources in Jixi city. The figure-shown function by GIS construction can present the frangibility evaluation results of groundwater in Jixi City by both figure and text, which can apply guides for the groundwater-protecting task. contours-drawing module can be used as assistant measure for the data analysis. The users can make contours through setting exterior data source, and it also can make adding analysis for the contours in the Map-editing module.The service for the system includes service module and system help, the service module of the system provides users inquiry function of correlative data which involve Chinese water law, Chinese water policy, the surface water and groundwater environment criterion, the method of water resources charge in Jixi city; system help provides users the solution for the trouble which may be met in the operation of the system.It is proved by practice that development and application of this system are propitious to improve the study level of territorial water resource, work efficiency and the precision of production as well provide well better service for management layout department, engineering technical personnel and decision-maker.
