Claims management is an important part of project management. The research of construction claims in our country still is in the start stage .Almost all researches are made from the angle of contractors. Claims management covers many participants and this requests that we can't only over-emphasize or excessively study a participant. As the third participant in a engineering project, engineer's special position comes to a decision that engineers must play an important role in claims and counterclaims between proprietors and contractors .Therefore establishing a set of methodology that applies engineers to proceed claims management as soon as possible will significantly promote the development of the standard of the building industry in our country.From the angle of engineers and under the guidance of FIDIC contracts, the paper combines the missions, targets and characteristics of engineers' claims management and puts forward the concept and thought of engineers' claims management based on the whole-process of a construction project. In terms of the thought, it completely expounds the realization of the whole-process claims management according to the emphases of different phases during engineers' claims management. In the part of "Engineers' Whole-process Claims Prevention", the paper discusses the materials measures that engineers often use to prevent claims in the different phases of one project. And the paper offers effective methods to help engineers to identify construction claims in construction phases. Furthermore, it detailedly analyses the ways for engineers to handle Claims for Extension of Time (Claims for EOT) and Financial Claims. At last, the paper discusses how engineers deal with the requirements of proprietors' claims in the evaluation and transfer phase of one project.Study results of the article are expected to contribute to the development of practice and theory of engineers' construction claims management in China....
