Qingdao is one of serious water shortage areas in North China, especially shortage of urban water resources. To resolve the prominent contradiction, the effective and long- term strategy is to transfer Yangtze River water resource to Qingdao through South-to-North Water Transfer project besides increasing the extent of water saving, utilizing local water resources sufficiently and making use of Huanghe River water resource rationally.In this study, year 2000 is considered as base year while year 2010 and 2030 are considered as near-future analysis year. Based on the research of bearing capacity of local water resources and combination of the overall development plan of national economic and social development of Qingdao City, demand and supply of urban water resource is predicted reasonably under different conditions. Counter-measures for effective utilization and rational distribution of urban water resources is proposed as well as specific water plans of Qingdao from South-to-North Water Diversion.From the balance of supply-and-demand in our city, the supply will absent of our city to 2005. However, the exploit water resources become more and more, especially the developing cities. So, from now on, the use of the water resources in our city, we should deploy the water resources reasonable, so as to optimize it. The basis measure is to removal the water from different areas. The data show, under the supply from Huanghe River to Qingdao City( 1.095 mult-m3 per year), there will be absent of 37.86mult-m3 per day, and want to increase the 1.3hundred million m3 per year to 2010 year. There will be absent of 138.23mult-m3 per year, and need to increase the 6.0 hundred million m3 per day to 2030 year.Before 2010, increasing the beach of Ji-Hong retain water to meet the supply of Qingdao. After 2010, rebuilding the Gusn-Lu reservoir and combined use with Ji-Hong reservoir, to meet the supply of city water, using the Ting-Lan reservoir to meet the requirement.
