Research And Countermeasure On The Problem Of Water Resource Of Hutuo River District

The water not only is the basic condition on which all living things rely for existence and development, but also is the indispensable resources in human productive activities, moreover is the controllability factor of ecological environment. Along with population growth and economical development, the demand for the water resources is growing unceasingly, simultaneity, the demand for water quality is higher and higher. But the appearance of water resources inadequacy is more and more serious, moreover, that spreads all of the world and restricts sustainable development of the global economy, becomes one of global attention focal points.This article summarized the domestic and foreign water resources problems, elaborated the importance of the water resources exploitation utilization and protection. By the concrete investigation and analysis of basic circumstances and exploitation utilization of the water resources of Hutuo river district in Shanxi Province, we forecasted water requirement in this district in the after ten years(2006~2015)and taking 2004 as the datum year, obtained the primary factor which affected sustainable development of the water resources of Hutuo river district and proposed the corresponding solution countermeasures for that.First of all, by gathering, analyzing and evaluating basic investigation of the water resources of Hutuo river district, we analyzed the situation of the water resources, and calculated water resources gross and available water resources gross according to water resources balance principle. By investigating and analyzing water used environment and water quality situation, we obtained conclusions: there is water shortage by engineering mostly and water shortage by resources in part district, meanwhile, there is water shortage by water quality,furthermore, water resources shortage has the tendency which increases year by year.Second, by gathering and analyzing the water supply and discharge amount of wastewater and polluted water of carrying and sluice engineering, we getted that the imbalance of water supply, the water used and draining water, water resources shortage and unreasonable usage have already restricted the local economical development. Moreover, by analyzing the concrete cause of these problems, point out sticking point in which the problems exist. Against the actual condition in 2004, industrial and agricultural available water and the living water requirement of town and village inhabitant of Hutuo river district were forecasted with norm method, we getted water requirement of Hutuo river basin district in 2010 and 2015.At last, we gave some countermeasures to solve the problem of the inadequate water resources: rebuilding and remedying the hydraulic engineering which had been built, improving the abilidy to gather the surface water; buliding the projects about gather, propose,supply of new riverhead and so on, taping the potential of the water resources; limiting mining the groungwater; and through establishing the pattern of the synthesis save water, proposed the saves water plan from the aspect of the policy, the industry, agricultural, the city and countryside domestic water, establishing a society of saving water. This article had established the model of the water price specially,making some research study for the water price adjustment,and getting the adjustment for the water price leverage to save water, proposing a series of effective actions to alleviate the contradictory of water resources supply and demand. The article had made some discussion for the guarantees of the sustainable use and kinds of protective measures for water resources,and proposed concrete countermeasures for the protection of water resources."the strong point of Shanxi is coal,the weak point of shanxi is water."The water resources had existed various problems. So we need Omni-directional plan to solve the problems. If only we attaching importantance to the problem of water resources,cherishing it as the source of life, the humans were all proud of saving water, Cherished each drop of water, then the water resources will of long standing, The society will continue developing forever.
