With development of modern communication technology, it is available to find the high voltage transmission line fault position by using 2-terminal fault data. Comparing with 1-terminal fault location, 2-terminal fault location technique is independent of fault type, insensitive to source impedance variation and fault resistance. Therefore, 2-terminal fault location technique is or will be main method of high voltage transmission line fault location due to higher accuracy than 1-terminal fault location. This paper has studied 2-terminal fault location through building decentralized parameter model in order to eliminate the effect of the line's decentralized capacitor, which leading more accuracy in the result. Considered synchronized sampling or not, two algorithm which including synchronization and asynchronous are given in this paper.This paper has also studied the fault recorder information processing system, and this system is responsible for the fault data's collecting, transmission, storage, manage, display, analysis and processing. The system is also a network consisting of main stations at Grid(province, city), secondary stations at local areas and substations at power factory or transformer stations. The whole construction of the system is presented in this paper. Considering the diversity of the recorder and the large amount of processing information, the paper adopts the multilevel structure which communicated through international standard protocols. The whole system consists of three levels: main station, substation and recorder, and every part is introduced.Since the amount of recorded data is large, it will take long time to transmit it. In order to improve communication efficiency and shorten channel occupation time, it is necessary to preprocess the recorded data. This paper solved the problem by adopting HUFFMAN self-adapting compress algorithm.The database manage system be designed in this paper is to manage the fault recorder and line parameters, and share the data. It is independent of analysis and processing system and exchange data with analysis and processing system through DDE.
