Sustainable utilization of water resource is forever use under sustainable development. It is one of human sustainable development kernel problems. By analysis region sustainable utilization level of water resource, multi-view and different aspects change reasons could be found, future sustainable utilization level of water resource could be predicted and the function of serving production and living could be come true.On the basis of sustainable development, this paper sums up researching fruit of other scholars and analyses supply-require status quo of Liangcheng county, Inner Mongolia. Many problems in exploitation and utilization of water resource in Liangcheng county are found, as follows: irrigation works projects aging and disrepair, field works imperfectness, industry waste water and living sewage awful disposing and Daihai lake water level obvious fall, etc.According to the long-term layout of economy and social development in Liangcheng county, the require water in agriculture, industry, life and ecosystem are predicted. Result shows: require water will increase by a wide margin in Liangcheng county in future 10 years. By the end of 2015, the require water in agriculture, industry, life and livestock and ecosystem is 78136000m3, 44000000 m3, 25952000 m3 and 3000000 m3 respectively.
