On The Study Of Sustainable Utilization In The Urban Water Resource

Water resource is one of the fundamental natural resources and it can't be substituted. It is also the element that controls the ecological environment. In a larger sense, water resource determines the development of a nation's economy, so it can reflect the integrated power of a nation. With the rapid growth of the world's population, water shortage is becoming increasingly an obstacle to the development of the world's economy. So goes the saying among people around the world, coal was the focus of conflicts in the nineteenth century, petroleum in the twentieth century, and in twenty-first century, water is the focus.Since China implemented the policy of reform and opening to the outside world, most cities have gained rapid development in economy. But some cities are facing the serious threat of water shortage and pollution as their economy develops, because they didn't pay enough attention to the environment of ecology. Therefore, it is essential to have a careful study of the situation of water resource and the reasons that lead to water pollution. Then we can find a way to the sustainable development of water resource, which will promote the development of national economy in a sustained, stable and coordinated manner.This paper is based on the theory of sustainable development. At the beginning, it analyzes the present situation of the usage of water resource in Chinese cities and the restrictive factors, from which we can see the fundamental cause that results in the water crisis. Through the contrasts of time, we can get a general understanding of the usage of water resource at different times. What's more, we can find out the factors that affect the sustainable usage of water resource by contrast and analysis. The purpose is to find out some good ways to improve the present water usage and realize the recycle of water resource. Finally , the paper proposes some strategies to deal with the problems existing in the usage of water resource in the city of Wuhan.The paper is made up of six chapters. Its main contents are as follows:Chapter I is the introduction. It mainly deals with the significance of the research on the sustainable usage of urban water resource and the development of research in this field both at home and abroad. It mainly emphasizes the great role that water resource plays in the development of a city. By presenting the situations of urban water resource usage in the past and present, we may predict the direction of urban water usage in the future.Chapter II gives a detailed exploration of sustainable development of water resource.It can be subdivided into five parts as follows: The theory of sustainable of water resource: how to balance the relationship between water resource exploitation and development;The contents of sustainable development of water resource and restrictive factors;The conception of development of urban water resource ( from the perspective of nature, economy, society and culture);The principles of sustainable usage of urban water resource. The theory of sustainable development is the most important, which can be seen throughout the paper.Chapter III is the evaluation of urban water resource. It includes three parts. That is the purpose and significance of evaluation, the procedure of evaluation and the construction of evaluation system of sustainable usage of urban water resource. This chapter provides the criterion of evaluation for Chapter IV .Chapter IV applies the evaluation system of sustainable usage of urban water resource to a particular city — Wuhan. It has four parts. Part one introduces the situation of water resource in Wuhan;Part two establishes the evaluation system of sustainable usage of water resource in Wuhan;Part three shows the way to calculate the procedure of water usage;Part four points out the method of evaluation and the existing problems. Finally the paper analyzes the usage of water resource based on the Year 2000—a year of great drought. The first four parts involve the concrete measures to evaluate the sustainable of water resource and further discover the existing problems. The next chapter will deal with these problems and find a way out.Chapter V proposes five strategies to deal with the problems mentioned above: 1. build a water-saving society;2. reform the unreasonable management of water resource;3. control water pollution and reuse water resource;4. take flooding and ecology into consideration, harmonize the relationship between water and human being;5. protect lakes and wetlands and build flooding areas, obeying the natural law of water cycle.The last chapter is the conclusion and prospective. After a summary of the first five chapters, the writer draws a conclusion with a tentative idea of sustainable usage of water resource in Wuhan city: what achievements have been made, what are the shortcomings?
