On the basis of investigating present development of computer software about protective Relay Setting Calculation and the reason why the various software is not applied and spread widely. In order to meet the requirement of the relay protection setting software on site, according to the mathematical model-building theory, A Open Fixed Value Setting and Management System for Power Plant is presented. At the same time, a program is programmed to realize the system adopting the visual object-oriented programming method and the new data base theory. The program accomplishes the visual and general value calculation incorporating the protecting principle and the setting part of software and realizes entering database management applying data base technology.
