By taking 'manage and safety system of urgent urban transport event'which is financed by fund of ChongQing science technology council as researchful object, according to the nature of road net and actuality of traffic in ChongQing, and depending on the actual theory and technique, analyzing related factors, flow and characters in traffic accident management. A commonly structure model and applied project are designed, which are based on theory study and engineering applications. A better traffic accident rescue model is built on the GIS and database technology, and a management system of encountering an emergency in city traffic is designed. The system assembled the traffic monitor center, traffic police, road maintained institution and firehouse as a organic whole, which provide various rescue service for road user. And it can reduce traffic jam and improve vehicle run efficiency consumedly, which also can reduce casualty and wealth loss greatly. Firstly,the paper introduce oversea developmental actuality and future trend of the intelligent traffic system, and which all input forward a goal to build a encountering an emergency rescue system, especially in China. Secondly, the paper take the system model as start, analyzing the character of system, and build a common model. At the same time, the shortage of model is studied, and then a new model based on optimized programming in traffic accident rescue model. After the building of optimized model, the paper introduce the Dijkstra algorithm detailed, and also point out the deficiency of algorithm in time efficiency, and through the reducing in the node range and optimizing data memory structure,a optimized algorithm is designed. City road net database is built on the Oracle database, and the system is developed with MapInfo and VC++6.0. Lastly, the paper takes the city transport event and safety system of Chongqing based on the proposed model as background. The simulation on our algorithms and sample data achieved promising results in real time and response aspect, the system has a better-applied foreground.
