In the 16th National Congress with Communist Party of China, the goal that the whole people strive for living a relatively comfortable life has been proposed, which will accelerate social economic development and urbanization process of the western region. The need of the situation will bring the rapid development of small towns, "villages and small towns" is regarded as an important component of small towns, which play a more and more important role in solving "three problems related with agriculture, peasants and rural areas" and advancing urbanization of villages and small towns. Our country is a big agricultural country, and more than two third of people are living in countries, there are 900 million peasants in the total of 1,300 million people. In order to build well-to-do level in an all-round way, it seems to be urgent affairs for improving living condition of resident in villages and small towns.As the important material facilities that ensure the mass of residents' daily life in the inhabited region, the quantity and quality of public service facility construction of inhabited region not only influence residents' living standard and life style directly, but also reflect and influence the social civilization degree to a certain extent, and it is an important factor concerning the whole function of our society. After investigation and research on the state of the public service facility in inhabited region of villages and small towns in Shaanxi area, the theory, method and course of research to the system of the current public service facility have been pondered. On this basis, by summing up, analyzing and comparing, regarding the well-to-do level standard and the angle that meeting the gradually increasing need of material and culture life as the starting point, and using the dynamic and developing view, and referencing to other subjects, such as economics, sociology, psychology, geography and so on, adopting the theories of deducing and summing up, summarizing and expanding, and the combination of theory and practice etc, we want to make up the public service facility system of inhabited region in well-to-do level of villages and small towns, and attempt to offer a scientific reference and code for public service facility planning, construction and management of well-to-do level inhabited region in Shaanxi villages and small towns under the new condition.This article has firstly outlined the developmental course of the public service facilities in overseas community as well as the achievements of the public service facilities in domestic community; Then, it was elaborated present conditions that the public service facilities in villages and small towns community, and analyzed the fundamental reason which lies in the change of the economic system, the population structure, demand of the life, and that system of the correlative laws and regulations is not perfect; Then, through the public opinion poll and analysis to the disposition of the public service facility project abuot inhabited region of well-to-do level in villages and small towns, considering the inhabitants' demand and developmental tendency of public service facility in inhabited region of Shaanxi villages and small towns, with the standard of the well-to-do level, the article discussed the disposition table of the public service facility project about inhibited region of well-to-do level in villages and small towns; On the basis, according to the developmental plan of the social economy, with the theory knowledge of planning applied, and present condition of the inhibited region in Shaanxi villages and small towns combined, we probed into the layout principle and method of the public service facility about inhabited region of well-to-do level in villages and small towns; finally, taking the related project and public service facility layout principle and method of public service facility about inhabited region of well-to-do level in Shaanxi villages and small towns as prerequisite, utilizing the index computing technology of quota on the public service facility at present or combining investigation and research, the analysis, the induction and the summary, we formulated the index of quota on public service facility about inhabited region of well-to-do level in Shaanxi villages and small towns, The accomplishment of the project offers important referenced value to the inhibited region of villages and small towns in the western area, and it will have a great applicative prospect and academic value, also have advantages in carrying on the necessary construction of the public service facility in the inhabited region rationally.
