The national economy of Tianjin is always developing in high speed, whileNorth-China is facing a series of problems caused by a severe shortageof water , especially Tianjin . The average amount of water resources apiece inTianjin is 160m3 , which is one fifteenth of our country . It is lower than waterdeficit warning (1000m3)that is accredited in the world. It is inappropriate withsocial and economic status. Water resources restrict development of Tianjin.Water resources that supports social and economical development in Tianjinis indispensable resource.Complying with the requirement of economic and socialsustainable development , biological environment protection on water resources,present water source in Tianjin , we study out reasonable allocation project onwater resources.How to do effectively utilize South-to-North water ? It is secured that thedrinking water quality shall be above class â…¢ national standard and thereforepeople's living standard shall be improved. Furthermore the demand of economicand social sustainable development for water resources shall be met. Reasonablyallocating water source confirms city's overall arrangement of water supplysystem and balance ways of all water resources each other.Marking off the water supply sub area, researching economy and socialdevelopment programming and demands for water resources of every area, inaccordance with coordinative development of population,source,environmentand economy,we reasonably allocate available source by adopting analytichierarahy process (including Tianjin Luanhe River water resources ,South-to-North water transfers,surface water,groundwater,regenerative water,improvable sea water etc).We allocate water source by adopting APH . first,how to set level modle ofwater source allocation. the aim is to allocate reasonably available water supply.Confirming sub-object on the basis of different source, and linking to allocationfundamental of water resources, set model rule level, project level is sub area ofwater requirement.
