The People Republic of China chose the Soviet-oriented socialist developing path and established the planned economic system based on public ownership after the foundation in 1949. The social nature and the economic structure experienced a historical change. The huge change in productive forces and production relations promoted the essential change in the fundamental elements of city development.Under the control of the national ideology and political ideas, China focusing on the first-five-year plan of developing national economy, launched a large-scale and planned construction in heavy industry from 1953 onwards. Industrialization became the driving force for the emergence of new cities as well as for the development of pre-existing cities, and prompted the forming of a large number of new industrial cities. Thus Chinese cities experienced the transformation from the development with the nature of early-modern colony, semi-colony to that with modern industrial system.The Soviet model of modern city planning, as an extension of national economic plans, was introduced into China in the round by Chinese government among the industry-targeted city development. With the administrative acts as the important means for government to achieve its goals, following the establishment of system, city planning as a community integrating with the state power developed into an organic unity. At the same time, the theories and techniques of western modern functionalism innovated by the Soviet planned economy, combined with Chinese Situation in a large amount of planning and construction activities, helping most Chinese cities complete the construction of modern city planning. Many "non-professional" technicians became the first generation of new China city planning to the historical stage, and gradually established a system of Chinese modern city planning.From the angle of the history of city forming and planning, taking the modern new industrial cities forming during the industrialized construction centered on the 156 Soviet-aided key projects in 1950s as research target, this thesis mainly focuses on investigating the historical facts about the appearance and development of the new industrial city and their city planning, analyzing the relationship between the development and society, economy and politics etc., so as to comprehensively understand and grasp its origins and characteristics, to establish its nature, role and historical status in Chinese city planning development.This thesis consists of seven chapters: Chapter One briefly introduces the purposes, significance, target, content, methods and techniques of the whole thesis, as well as the former research in this field. Chapter Two discourses the forming and developing history of the modern new industrial city in detail. Chapter Three expounds systematically the establishment of the city planning system of the modern new industrial city from the introduction and application of the Soviet city planning. Chapter Four, Five, Six analyze the content and characteristics of the modern new industrial city through the typical case analysis on three different types of city planning. Chapter Seven investigates historically the modern new industrial city planning based on the above research, and puts forward the successive studying as well as the prospects of the future development.
