In order to develop the model of the water resources allocation on rule, the author has emphasizely studied the development layout of the economy and the requirement of the water resources in the future based on the status quo and the problem of the exploiture of the water resources in the study area. By the calculation and the adjustment of the long series datum, the water resources allocation of different engineering compounding is completed that provided the security system for the socioeconomic sustainable development.In allusion to the shortage and pollution of the water resources in the study area, making use of the contemporaneity theory of the water resources allocation, regarding sequential analysis as technology technology, the author has developed the model of the water resources allocation on rule and has brought forward "self-adaptive converse method" which combines converse calculation with self- adaptive dispatch of the reservoir so that the model can realize such principles as the harmony equity and uniformity of the water supply.According as three balances idea of the water resources allocation,from the emulational calculation of the long series datum, we know that the model has powerful allocation function of different source. All of that will be a forceful sustainment for the harmonious and healthy development among the social economy the water resources and entironment.
