Compilation Method Investigation Of Design Estimates For Tianjin Medium-and Small-Sized Hydraulic Projects

The Ministry of Water Resources has set special requirements with regard to compilation ofbudgetary estimates for large hydraulic projects all over country. However, there has no definitestipulation on how the design budgetary estimates for the medium-and small-sized hydraulicprojects (MSSHPs) should be done. The Ministry of Water Resources required local authorities toadopt professional quota newly promulgated by it to establish local methods for the designbudgetary estimates based on the characteristics of the local projects.In this thesis, a research has been carried out on the compilation of the design budgetaryestimates for the MSSHPs in Tianjin according to the industrial requirements in combination withthe actual characteristics of the MSSHPs, which has filled the bank of Tianjin's lack of a referenceto the design budgetary estimates for the MSSHPs. This thesis provides theoretical basis for thecost managers in their compilation of cost documents for the MSSHPs.The main contents of this thesis include the cost classification, compilation method of thecost budgetary estimates and verifications of the measurement and calculation of the MSSHPs.It is mainly intended to solve the problems such as overelaborate and offstandard documentcompilations and unreasonableness in the cost calculation due to the lack of a reference to thedesign budgetary estimates for the MSSHPs in years, which makes an effort in the unification ofthe design estimate compilations and the compilation improvement for the MSSHPs so as to makethe project investment reasonable.In the cost calculations, many simplified methods are adopted. For example, synthesis andsimplification are used in the calculations of wind, water and electricity costs, transportation andsundry costs of equipment, budgetary prices of materials and temporary labor costs and projectconstruction management costs. In the compilation of the budgetary unit price of manpower, thesubsidy standard of Tianjin is adopted for the old age insurance and housing accumulation found.A lot of budget comparisons were done respectively to the different projects including levees,pump stations and water gates using the standards in the Documents No. [2002] 116 of theMinistry of Water Resources and the standards of the compilation methods described in this thesis,it is proved that the latter cost standards are reasonable and may be applied in the water resourceindustries in the whole city.
