The application of home heat meter is popular in developed country. They accept that heat meter is a gist between heat-supply company and user, further more, it can save energy evidently. As far as our open country concerned, it is time that we pay for heat by measure. It is a mean of paying for consumed-heat by the measurement of heat meter, actually, we want to pay in reason. It is a trend that reform heat-supply system by the using of pre-paid heat meter. Nowadays, there are many kinds of heat meter in the market. It is critical for heat meter with the development of micro-electronics, MCU control technology and network technology especial for the power consumption.This paper research the method in theory of measuring heat. We chose the series of ultra-low power MSP430 MCU and other low power peripheral circuit. During the period of PCB design and programming we lay a strong emphasis on low-power design. The power consumption is reduced and the precision is improved. The heat meter has high reliability. It gives a measure gist between heat-supply company and user. The heat meter has pre-paid function which solves the problem of pay-difficulty.According to the system-designing method of modularization, we divide the hardware into some circuit modules and then testing and emulating the whole circuit. Similarly, we divide the software into some program modules. And then debug the program in a whole. Finally, we test the heat meter as a whole system in the functions.According to experiment, the system gets the purpose of measuring heat. The structure is reasonable. Hardware and software are working steadily. The system is innovative. For the future, we should pay more attention to communication and the security of IC card.
